Impact analysis of Boryeong Dam conveyance tunnel water supply on Boryeong Dam hydrological conditions and Geum River main stream

Abstract

This study employs daily hydrological records spanning January 2014 to May 2024 to provide a systematic quantitative evaluation of the conveyance tunnel’s operational performance from two complementary perspectives: (1) its contribution to water supply stability at Boryeong Dam (recipient basin perspective), and (2) its quantitative hydrological impact on the Geum River main stream (donor basin perspective). Key findings indicate that the tunnel operated on 915 days over the study period, representing approximately 30% of all days from 2016 onward. During operation, tunnel inflow constituted 36.3% of total dam inflow and 38.5% of total discharge. On 605 days (66.1% of operational days), tunnel inflow exceeded natural catchment inflow, underscoring the dam’s structural dependency on the IBT system. On 791 days (86.4%), total dam inflow fell below the regional water demand threshold of 285,200 m3/day, indicating that without the tunnel, major supply disruptions would have been unavoidable. Meanwhile, the tunnel’s average daily diversion of 98,134 m3/day represented only 3.42% of the Geum River’s low-flow discharge, confirming negligible hydraulic impact on the donor basin. These results provide robust quantitative evidence for both the indispensability of IBT infrastructure to water supply security and the relatively benign impact on the source watershed, offering a valuable empirical framework for evaluating and planning future inter-basin water transfer projects in Korea.

본 연구는 2014년 1월부터 2024년 5월까지의 일 단위 수문 자료를 활용하여, (1) 도수로가 보령댐 용수 공급 안정성에 기여하는 효과(수혜 지역 입장)와 (2) 금강 본류의 수량에 미치는 영향(공여 지역 입장)을 정량적으로 분석하였다. 이와 함께 계절성·가동 기준 변화·유량 비율 분석 등 운영 특성 전반을 체계적으로 고찰함으로써, 향후 유역변경 물 공급 계획 수립 시 참조할 수 있는 실증적 근거를 제시하고자 하였다. 분석 결과, 도수로는 2016년 이후 총 915일(전체 분석 기간의 약 30%) 가동되었으며, 운영 기간 중 평균 유입량의 36.3%, 평균 방류량의 38.5%를 공급하였다. 특히 운영일의 66.1%(605일)에서 도수로 유입량이 자체 유입량을 초과하였고, 86.4%(791일)에서 전체 유입량이 광역 공급 기준량(285,200 m3/day)에 미치지 못하여, 도수로 없이는 보령댐 본연의 공급 기능이 사실상 불가능했을 가능성이 높음을 확인하였다. 반면 도수로 취수량(일평균 98,134 m3/day)은 금강 갈수기 유량의 3.42%에 불과하여 공여 유역 측의 영향은 제한적이었다. 이러한 결과는 유역변경 수공 인프라가 수혜 지역의 용수 안정성에 핵심적인 기여를 하는 동시에 공여 유역에 대한 수리적 영향이 관리 가능한 수준임을 실증하며, 향후 반도체 산단 등 국내 대규모 유역변경 물 공급 계획에 대한 중요한 시사점을 제공한다.
