The classification of water savings types of municipalities through water usage empirical analysis: drought cases in Gwangju and Jeonnam, 2022-2023

Abstract

This study evaluated the implementation of drought response policies by analyzing regional differences in water-saving performance and response characteristics. Focusing on 14 municipalities in the Gwangju-Jeonnam region during the 2022-2023 drought, the study compared monthly domestic and non-domestic water use and applied statistical analyses to examine performance significance and classify five response types. Differences by urban scale were further assessed using one-way ANOVA. The results revealed that some municipalities achieved an average of 3% domestic water savings, while non-domestic usage showed limited impact from policy measures. Water-saving performance and continuity varied across municipalities, with larger cities showing an average reduction of approximately 4%. To enhance the policy effectiveness of smaller municipalities, it is necessary to establish tailored water-saving targets, strengthen the management of non-domestic water use, and develop a performance-based monitoring system. These measures require performance-based support and systematic management strategies.

본 연구는 지역 간 물 절약 실적 차이의 원인과 대응 특성을 분석하고, 가뭄 대응 정책의 실행력을 실증적으로 검토하기 위해 수행되었다. 2022- 2023년 가뭄 시기 동안 실질적인 대응 조치가 시행된 광주·전남 지역의 14개 지자체를 대상으로 가정용수와 비가정용수의 월별 사용량 변화를 정량적으로 비교하였다. 통계 분석을 통해 실적의 유의성과 지자체별 반응 특성을 검토하고, 물 절약 실적 추이에 따라 5가지 유형으로 분류하였으며, 도시 규모에 따른 실적 차이는 일원배치 분산분석을 통해 추가로 분석하였다. 그 결과, 가정용수 절감 효과는 일부 지자체에서 평균 3% 정도로 확인된 반면, 비가정용수는 정책 효과가 제한적으로 나타났다. 지자체 간 물 절약 실적과 지속성에는 뚜렷한 차이가 있었으며, 대규모 지자체일수록 평균 4% 정도의 높은 절감 효과를 보였다. 중소규모 지자체의 정책 실효성을 높이기 위해서는 지역 맞춤형 절약 목표 설정, 비가정용수 대상 관리 강화, 실적 기반 모니터링 체계 구축 등 실적 기반의 지원과 체계적인 관리 방안이 요구된다.
