Optimal bid method in the electricity market considering management of dispatch pumps in metropolitan water resource network

Abstract

Demand for management of industrial facilities towards carbon neutrality has been steadily increased in efforts to decelerate climate change. In the case of water resource industries, recent participation in RE100 by the primary domestic management entity of water resources has propelled such effort. RE100 can be achieved in either financially through purchase of renewable energy certificate from external entity and extra payment proportional to use of conventional electricity, or physically by utilization of renewable energy sources on sites or purchase of renewable energy from the external grid. To estimate curtailment potential, sources of Carbon dioxide emission in metropolitan water resource network can be classified as either sources of the direct or indirect emission. Electric devices such as dispatch pumps could be considered the major sources of the indirect emission. Despite it is important to minimize the emission, it is still critical not to compromise the network reliability related to treatment processes and demand of water resources. Thus, it is critical to develop management method considering the technical and economic feasibility. This paper presents the optimal bid method in the electricity market considering participation in the electricity market by network-wise dispatch pumps and renewable energy sources on sites.

탄소배출을 저감하는 방향으로 산업설비를 운영하는 방식에 대한 수요가 기후위기와 맞물려 증가하고 있다. 수자원 운영경우, 국내 광역 상수도계통운영자의 RE100 동참 선언으로 인하여 탄소저감을 고려한 운영방식에 대한 연구가 활발히 이루어지고 있다. 광역 상수도계통 내 탄소배출원은 크게 간접적 및 직접적 배출원으로 세분화할 수 있으며, 배출원별 기술적 특성을 고려한 저감 대책 수립이 필요하다. 간접적 배출원의 경우, 취수 및 정수사업소 부지 내 전력을 동력원으로 활용하는 설비들을 일컫는다. 현재 간접적 배출원으로부터 탄소배출량을 저감하는 방식은 사업소 부지 내 재생전력원을 운영하여 기존 화석연료로 발전된 전력을 사용하지 않는 방식과 전력을 동력원으로 활용하는 설비들의 출력 자체를 최소화하여 탄소배출을 저감하는 방식이 있으며, 재무적으로 전력시장에 참여하여 재생전력 공급인증서 거래와 같이 재무적 절감방안으로 구분할 수 있다. 그러나, 전력수요와 달리, 수자원에 대한 수요는 생존에 필수사항인 만큼, 수자원의 수요 자체를 줄일 수는 없으며 수처리 공정의 경우 최적 전력사용 형태를 도출하기 위하여 공정의 신뢰성을 희생할 수는 없다. 따라서 공정에 대한 속도를 정격으로 유지하되 보유한 재생전력원 및 간접적 탄소배출원으로부터 발굴할 수 있는 수익창출 기회를 극대화하는 것이 중요하다. 본 논문에서는 송수설비의 가격결정발전계획에 따른 자발적 수요감축 참여, 재생전력원 및 전력저장장치의 참여할 수 있는 전력시장의 운영규정을 반영하여 광역 상수도계통 운영자의 운영 수익성에 관하여 논하였다.
